I'll answer this message in two parts, last part first:

Sure, the XLPage is just a standard wiki page!  The best way to do a 
translation is to build it on pmwiki.org -- simply browse to 
http://www.pmwiki.org/wiki/PmWikiLt/XLPage, edit the page, and add
the appropriate translations after the =>'s.  As you save the page,
you'll see pmwiki.org's prompts change to match.  Then, the updated
PmWikiLt.* pages will be automatically included in the next issue of
the i18n.tgz file.

Or, if you don't want to do it on pmwiki.org and/or wait for the i18n.tgz
file, you can just build it on your local site.
