Probably.

Not at all, since we can categorize the categories.  Then Category.Category
becomes a top-level list of categories, as opposed to a list of all categories.
I'd suggest that a listing of all categories should be placed in 
Category.All.

Please, no.  The point of the categories is to be able to cross groups,
which the above doesn't do.  Just stay with Upload, Administration,
CMS, Blog, etc. and we can handle any conflicts later.  Otherwise
I fear we'll end up with an over-engineered solution that is
somehow less "natural"than what categories can/should be.
