When the form is detached from a page, the page should act just like any 
other PmWiki page.  When the form is attached again, then any fields 
defined for that particular form should be active.  Attaching a 
different form will cause the fields defined in that form to be active.  
This makes it possible for a given page to be viewed and edited using 
different forms where some of the fields are common to the forms and 
some are related to only a particular form.

I don't know enough about emacs and offline editing to comment on this.

All data related to FGS forms is stored within the PmWiki page using 
'special' field tags.  If you go to PageHistory for a page with a form 
attached and then select 'Show changes to markup' you will see the 
tags.  They have the form {==tag==}
