Try configuring your $ScriptUrl and (especially) $PubDirUrl in local/config.php.

For the previously mentioned Qdig site, they are

$ScriptUrl = 'http://qdig.sourceforge.net';
and
$PubDirUrl = 'http://qdig.sourceforge.net/testsite/pub';

respectively.
