This is a topic that I gave some thought as I
evaluated tools for re-designing my site.  IMO,
this is something that is probably either (a) best
left to external tools such as mailman, phplist,
etc or (b) left as an excercise for the cookbook
writers.

The reason I think this way is the level of issues
that have to be dealt with go well beyond the
frame work of a wiki.  As you've already pointed
out properly subscribed addresses and spambots are
a big problem.  Moreso are users that cannot
properly handle / maintain their email accounts. 
I've seen more problems from people who dump email
accounts, or put in forwarders, or have
redirectors set up, or suddenly turn on spam
filters without properly setting them up, etc.

If those things alone weren't enough, ISP's and
Hosting Services (if using a hosting service) can
add yet another level of complexity to the whole
thing.
