If you have the http://www.pmwiki.org/wiki/Cookbook/RenamePage
recipe installed, you can use ?action=rename.

Otherwise, the normal mechanism is to either (1) rename the appropriate
file in wiki.d/, or (2) cut-and-paste the markup from the old location
into the new one, then delete the old page (or provide a (:redirect:) to
the new location).
