Doesn't the FixFlow skin do exactly this?
The only problem with a "fixed" sidebar (one that is always visible within
the viewing window) is that any items that fall below the bottom edge of
the window are unreachable. You can see this effect on:
http://www.pmwiki.org/wiki/Cookbook/FixFlowSkin . On my screen the "Tamil"
entry is cut off, and I can't see anything below it.
