I think this would get the job done.

http://www.mozilla.org/support/firefox/faq appears to be the model.
I prefer the look of a 1-pixel border over bold text for questions.
Using the border expands font choices for questions and sets the q/a
blocks apart from one another nicely because the border goes all the
way across the page. That detail is unimportant now, since it's a
trivial CSS change.
