Not really.   Most users probably save everything as a major save and 
(knowingly or unknowingly) let the webmaster's configuration choice 
decide if it was major or minor.   If they want to force it to be minor, 
they'd click on minor.  Most users are probably unaware how their choice 
might effect any underlying wiki mechanism.  Having a configurable 
option to allow the wiki to screen this would seem to be better for 
most.   Again, if a wikimaster wants it to be totally manual, set the 
configuration to 0.
