[pmwiki-users] CleanUrls recipe reworked

Hi all,

I just refactored the CleanUrls cookbook recipe. The most important 
change is that it now distinguishes wiki content from other 
web-accessible content by checking for [a-z], which is more reliable 
than the previous recommendation to use [A-Z].

I also expanded a bit on alternatives and their various merits.
