Great idea... There are some non-php wikis that have a blogging option
built in.  

IMHO, when you edit a page, there should be a variety of clickable options
offered for the page format.  
You shouldn't have to insert some php code to make a blog happen, although
it's very nice the system is tech user adaptable. 

For starters, a clickable Blogging option should be offered on the edit
page, assuming you've got permission to make such changes. 

Other minimalist options on the edit page should be 
* The color and image background of that page.
* The default text format (color and size).
* Which, if any side bars, are displayed.
