Yup, it should be an '&'--the documentation is slightly out of date.  
The problem is that some systems will use the 
syntax, while others will use the 
version, depending on the availability of using PATH_INFO for URLs.
Any suggestions about how the documentation or PmWiki could be modified
to alleviate this confusion?
