I dunno, but ThisPage and ThisGroup work correctly on my installation--

All I did for this test is:

 - Install the latest version of pmwiki into work/flex/
 - Install flexlayout.php into work/flex/local/
 - Install webmenu.php into work/flex/local/
 - place include_once("local/flexlayout.php") and 
   include_once("local/webmenu.php") into local.php
 - Create http://www.pmichaud.com/work/flex/pmwiki.php/Main/WebMenu
   containing [[ThisPage:?action=edit EditPage]]

and the ThisPage: link appears to correctly refer to each of the browsed 
pages and not the WebMenu.
