Yes, the php.ini directive allow_url_fopen was set to 0, it is normally 
a system setting and cannot be changed from a script:

   https://www.php.net/manual/en/filesystem.configuration.php

You may have something in your hosting panel to configure this, or you 
can ask them to change it for you.

An alternative may be to try SiteAnalyzer.

We should probably handle these cases more gracefully in the core.
