[pmwiki-devel] lower casing diacritics

Can anyone suggest a means of converting diacritic
<https://en.wikipedia.org/wiki/Diacritic>characters to lower case,
e.g. Ā to ā, Ê to ê, Į to į, etc
other than creating a translation table?
