[pmwiki-devel] TotalCounter update

I wasn't looking specifically for these, and probably don't have the
experience to know what to look for.

But I note that several previous compenent contributors have made changes
in this area, and I personally have not experienced them recently.
Alos I think it is important (and I make this note in the recipe page) that
default memory and execution time settings may not suit TotalCounter for
large and busy websites.
